    Multiple avenues for consumer input on implementation can ensure that states hear from consumers on key issues. States may consider using websites or social media in addition to traditional mechanisms, such as in-person meetings, for gathering input.

    *Milestone details:

    *Full name: Create mechanisms for obtaining consumer input into all formal implementation processes.

    *Relevance to the ACA:

    The ACA requires or encourages consumer engagement in several aspects of the law. However, the act does not specify the mechanisms that states are to use in engaging consumers in formal implementation processes.

    §1311 – Navigator organizations that will help consumers and employers use the exchange must demonstrate relationships with members of the public.

    §2401 – Consumer feedback for approval of a state plan option for home and community-based attendant services and supports.

    §5102 – Stakeholder involvement as a condition of awarding workforce development grants.

    Kentucky - Consumer Input

    The Kentucky Health Benefit Exchange Advisory Board has four strong consumer representatives on the advisory board. Committee participation was open to all and consumers have been encouraged to participate in these meetings.

    A series of regional meetings and focus groups across Iowa to ensure considerable stakeholder involvement throughout the planning of the HBE. Joel Ario, Director of the U.S. Health and Human Services Center of Health Insurance Exchange, attended the first of a series of Regional Meetings in Des Moines on December 13th. They gained consumer buy-in and created transparency. Community stakeholder groups were given a chance to voice concerns and solicit ideas and expectations from what Iowans want out of a HBE. Participants in the focus groups were asked various open-ended questions concerning such elements as: what benefits should be included in the final benefit packages; how should the information delivered; and what tools should be available to make obtaining benefits more accessible.

    The information gathered from the meetings has been compiled into an Iowa HBE Regional Meeting and Focus Group Summary Report (attached). This report is being shared with stakeholders and policymakers as part of the HBE planning process.

    The Massachusetts inter-agency team responsible for implementing federal health reform holds quarterly stakeholder meetings. Smaller, more focused meetings on specific issues are also held. Interested stakeholders can sign-up to receive weekly updates from the state team with information about implementation activity- from new grant awards, to the release of new federal guidance, to comment letters from state agencies to the federal government.
