    The utilization of modern technologies and systems integration can reduce the paperwork burden associated with eligibility systems, simplifying the process for consumers and state agencies.

    *Milestone details:

    *Full name: Use technology and systems solutions to eliminate unnecessary paper-based processes.

    *Relevance to the ACA:

    The ACA’s requirements for state eligibility and enrollment systems necessitate that they be modern and technologically advanced. Provisions relevant to reducing the paper-based process include:

    §1413 – Requirements for a single application form for multiple programs, developed by the Secretary or a state; requirement that applicants do not need to submit further documentation unless an inconsistency is found between their information and the electronic data; and requirements for state use of data matching to determine eligibility.

    CMS released the Medicaid Information Technology Architecture (MITA) Framework, final version 3.0. MITA fosters an integrated business and IT transformation across Medicaid in an effort to improve the administration and operation the program. This version takes into account the availability of new technologies and new legislative requirements outlined in the ACA, and adds a section to assist states in the preparation of the State Self Assessment and Advanced Planning Documents which states use to obtain Federal funding to support new IT systems.

    NGA's Center for Best Practices recently hosted a webinar for states and federal agencies to discuss opportunities to streamline and simplify eligibility requirements for human service programs to align with Medicaid and other Insurance Affordability Programs to promote horizontal integration among programs. NGA's webinar, “Opportunities for Coordinating Health Care and Human Services Enrollment under the Affordable Care Act (ACA),” features a presentation from Stan Dorn of Urban Institute and speakers from state and federal agencies. The webinar was held on Monday, January 9th, 2012.

    Colorado has taken multiple steps in streamlining the application process for Medicaid and our CHPRA program.

    We have implemented interfaces with SSA and the Colorado Department of Labor and Employment that can eliminate the need for applicants to supply paper documents to verify income, U.S. citizenship and identity and have implemented Express Lane Eligibility through the School Lunch Program.

Attached is a presentation given by Robin Callahan, Director of Member Policy and Program Development at the MA Office of Medicaid, at a NASHP National Briefing in December of 2010.
