States need to develop IT infrastructure specifications in order to build an Exchange that can perform the many functions required of it by the ACA.

*Full name: Develop IT infrastructure specifications for the Exchange.
*Relevance to the ACA:
The ACA requires the Exchange to carry out functions that require development of an IT infrastructure. This IT infrastructure will support interactions between the Exchange and insurers, consumers, and state agencies as well as transactions within the Exchange itself. Relevant sections include:
§1311 - Details the required functions of the Exchange, including: certifying plans; operating a telephone hotline, a website to compare plans, a navigator program, and a cost-calculator; rating plans and presenting plan options for consumers; informing applicants of eligibility for public insurance programs and informing employers of workers who cease coverage; and accounting for exceptions to the individual mandate.

3. How do we get our fellow state leaders to think bigger? The technology is not just for HIE or HIX, it can be shared by everyone, but how do we get the buy-in?

The Hawai'i Health Connector released an RFP for an Exchange IT solution on July 16, 2012. HI is seeking a vendor that can "design, develop and implement a Health Insurance Exchange system". Proposals are due by August 21, 2012.

I see that we have documents on file for RFP's issued, I am looking for a step further--RFP's awarded to date. It is often very difficult to see these "Public" awards on the state's websites--any suggestions?

Some state exchange websites contain a specific section on procurements or solicitations and will list the awards when they are made, other times this information may be found under the news releases. We've produced a chart listing state health reform website and specific exchange website URLs and update it periodically. This might help you as you look for RFP awards.

An interdisciplinary team and sub-contractors (as needed) will focus on both the business process functions and related IT systems necessary for the design and development of implementation options for the Connecticut Health Insurance Exchange (“Exchange”) functionality. Additionally, the Contractor will be responsible for the assessment and design of the consumer assistance components that are necessary in supporting Exchange enrollees. States need to leverage the IT infrastructure and funding opportunities that exist in order to meet the tight timelines for the Health Insurance Exchange infrastructure. Health IT infrastructure (SOA, e-signature, web portals, secure messaging, master patient registries, provider e-directories, etc) and lega/policy (privacy, security, consent) that has been development and discussed by state stakeholders through their Strategic and Operational Planning for their health information exchanges under the ONC HITECH funding can be utilized for a sub-set of the work that needs to be done for the Health Insurance Exchanges. Identifying and utilizing those opportunities will allow a state to focus on the multiple of areas that have not been addressed in the limited time.

The Affordable Care Act provides states with the unique opportunity to either develop and run their own exchange or default to the federal government to establish and operate the exchange. State CIOs will play varying roles in health care reform, but irrespective of their responsibilities it will be imperative to provide sound leadership and provide feedback to governors on any IT gaps that may exist during this momentous time.
