    A user-friendly website and a call center are key tools to help consumers and small businesses get the help they need to choose a plan, enroll, and stay covered.

    *Milestone details:

    *Full name: Develop specifications for a user-friendly Exchange website and a call center for Exchange customer service.

    *Relevance to the ACA:

    The ACA requires an Exchange to establish a toll free telephone hotline to assist consumers and to maintain a website that contains certain information and performs specific functions. Relevant sections include:

    §1311 - Specifies that the Exchange must establish a toll free telephone hotline. It also must establish a website that must: (1) provide standardized comparative information about qualified health plans, including information to enable comparisons among plans on cost, quality and enrollee satisfaction; (2) include a cost-calculator; and (3) publish costs of licensing, regulator fees, any other payments required by the Exchange, administrative costs, and money lost to waste, fraud, and abuse.

    §1311 - Directs HHS to provide a model website template that can (1) direct individuals and employers to health plans; (2) assist them in determining if they are eligible for tax credits or cost-sharing reductions and (3) provide standardized information on plans offered through the Exchange.

    I was not sure where to ask this question but I was hoping someone could help me out on it. CMS issued a draft document called Federally Faciliated Exchange (FFE) - FFE API for Web Brokers/Issuers Conceptual Framework Document. The draft version I have is Version 1.0.2 dated January 19, 2013. I was told by CCIIO that they issued a new updated draft of this document last week to associations (AHIP). I can't seem to locate it. Can someone help me locate or send me the new verision? Thanks!

    o Plan choice dimensions of greatest importance to consumers
    o Covered services content and display
    o Using filters to winnow/organize list of health plans for consumers

    Consumers Union recently released a report entitled "Choice Architecture: Design Decisions That Affect Consumers Health Plan Choices." The study uses a review of web-based tools and structured interviews with designers to examine the choice architecture in leading health plan chooser tools, including eHealthInsurance, Consumers’ Checkbook, PBGH/CalPERS, the Massachusetts Connector, Medicare Plan Finder and a new design called User Experience 2014.

    The Nevada State Purchasing Division, on behalf of the Silver State Health Insurance Exchange, issued an RFP seeking proposals from qualified vendors to provide a Business Operations Solution (BOS) to support the information technology and business functions of the Exchange. The vendor will be required to provide two important components. First, the vendors must provide a Software as a Service (SaaS) solution that meets Nevada’s requirements, develop required interfaces, provide ongoing hosting and operation of the Exchange IT solution, and provide the support services specified in this RFP. Second, as part of the BOS, vendors will also be required provide a Call Center that will provide assistance to individuals, employers, employees, and brokers prior to an individual’s enrollment in commercial health insurance coverage offered through the Exchange.

    Responses are due by April 27, 2012.

    AARP recently released a new report that responds to the need to develop a website that provides plan information with information on health plan quality and performance. Given the risk that plan performance information may be incomprehensible or meaningless to the average consumer, AARP contracted with Carol Cronin of the Informed Patient Institute to examine health plan reporting and report cards.

    The report, State Health Insurance Exchange Websites: A Review, Discussion and Recommendations for Providing Consumers Information about Quality and Performance, offers a wide range of factors for states to consider in creating a HIX website and a pathway to designing sound specifications. The report highlights ways information about quality and performance are already being shared and compared through websites and report cards. The report also shares useful examples of existing websites that can be sampled to get an understanding of the experience of using a website to evaluate health plans. Finally, it helps stakeholders consider the best way to incorporate additional information that can help consumers evaluate and select plans in an Exchange.

Each toolkit will include a written narrative “guide” as well as a variety of primary source documents: organizational structures, job descriptions, requests for proposals (RFPs) and quotations (RFQs), and other work products from Massachusetts’ health reform implementation experience.
