Illinois
Will there be an opportunity for advanced practice nurses to be appointed in an advisory or some involvement in the state exchanges? I am particularly interested in this, and would like to know will nurses have some role as states prepare for implementation.

Hi Lisa. Thank you for your question. Yes - states have already begun to utilize registered nurses in committees advising on exchanges and other health reform issues, and some may be asking advanced practice registered nurses to serve in similar capacities.
According to the stakeholder consultation provision of the ACA and codified in the final exchange rule (§ 155.130), exchanges will be required to consult with a range of stakeholders, including health care providers, in an ongoing basis. The regulations released by HHS leave the definition of each required stakeholder category up to the states. The attached document is Indiana's Exchange Questionnaire. This Questionnaire was used in an online format and targeted insurers and brokers, consumers, providers, and businesses. The State received over 2600 responses to the online questionnaire. Planning for Health Insurance Exchanges under the Patient Protection and Affordable Care Act (ACA)
The Patient Protection and Affordable Care Act (ACA) establishes health insurance exchanges that beginning in 2014 will organize and facilitate the purchase of health insurance for individuals, families, and small businesses. Today, states are considering a multitude of design options for developing exchanges, including whether to defer responsibility for creating them to the federal government.
Attached are four reports by the Center for State Health Policy (CSHP) prepared at the request of New Jersey’s Interagency Working Group on the ACA. These reports, funded by the Department of Banking and Insurance under a federal exchange planning grant, provide estimates of the impact of the ACA on health insurance eligibility and enrollment in the state and summarize stakeholder views about the design of exchanges for New Jersey.

Attached are four policy reports completed by the Center for State Health Policy and its collaborators at Seton Hall University School of Law and prepared at the request of New Jersey’s Interagency Working Group on the ACA. These reports, which examine critical exchange design issues, were funded by the Department of Banking & Insurance under a federal exchange planning grant.
This fall, the Center for State Health Policy also conducted an additional multi-stakeholder group forum examining exchange governance issues on behalf of the Interagency Working Group to contribute to the state’s exchange planning conversation. Please see the attached for a summary of proceedings.
