Federal Grants
There are many grant opportunities under the ACA. Putting in place a process to identify which to pursue ensures that states use their resources to the greatest effect and helps states coordinate their approach to implementation.

*Relevance to the ACA:
Federal grant opportunities in the ACA are quite diverse. Some grant funds provided through the ACA will be available to all states, while others are competitive. Federal funds for states are available in the following areas:
§1003 – Provides grants to support state review of health insurance premium rate increases.
§1311 – Provides planning and establishment grants for insurance Exchanges.
Several ACA sections authorize grants to support health care workforce training:
§5301 – Primary care; §5302 – long term care workers; §5303 and §5304 – dental professionals; §5305 – Geriatric nursing; §5308 and §5309 - nursing education; §5508 – Teaching Health Centers; §5606 – rural providers; §10501 – preventive medicine.
§1561 – Authorizes grants to states to develop enrollment systems that meet HIT standards.
§2953, §4201, §4202 - Public health and health education grants.
§10203 – CHIP outreach grants.

West Virginia
State agencies in West Virginia coordinate all major grant activity with the Governor's Office of Health Enhancement and Lifestyle Planning. Agencies review the benefits of each grant opportunity while also considering the short and long term financial obligations the grant presents to the State. The State has been very careful to refrain from committing to projects that cannot be financially sustained.

Massachusetts
This presentation given by Massachusetts Health and Human Services Secretary JudyAnn Bigby, M.D. presents an overview of what the first year of federal health reform has meant for the Commonwealth. One of the benefits that is highlighted is the work that our state agencies have done to apply for and receive over $160 million in grants and demonstrations. Each award supports the Commonwealth's vision for a better health system. The grants and demonstrations that we have pursued support the statewide goals of an integrated delivery system, payment reform, maintaining access, and supporting people with disabilities and seniors, among others.

District of Columbia
Michigan developed a strategic plan for implementation, which includes input from the state's Health Insurance Reform Advisory Council. The plan covers a wide range of implementation issues, including current funding opportunities.
Rhode Island
Rhode Island chose to apply for Establishment One funds in March 2011. Our application focused on four areas:
1) Business operations, program integration, and systems architecture
2) Consumer Support
3) Reporting
4) Governance and staffing.

An Office of Health Care Reform (OHCR) steering committee member from the NM Department of Health tracks all PPACA grants. When a grant is released, he sends the information to all state agencies that may qualify. He maintains a database that the OHCR shares with the public on the NM OHCR website.
