One intended goal of publishing provider costs can backfire: instead of using the information to find less-expensive providers, consumers can associate higher cost with higher quality and choose the more expensive option. Authors in this Health Affairs article propose a new model for cost reports that aligns information with financial incentives, coordinates with a consumer's insurance benefit design, and pairs cost information with quality measures.
