It is not clear yet whether states want to "own" the billing portion of customer service in the exchanges, or if they want the carrier to handle that portion. Have states been discussing whether they want this role? Read more

Another user replied, illuminating some of the complexity in the issue:

The exchange will have the responsibility for tracking all premiums and continued eligibility (driven by timely payment) with associated reporting, and yet in the individual exchanges payments must be allowed to go directly to the qualified health plans.

One lays out guidance on the federally-facilitated exchange and the federal-state partnership model, the other provides a blueprint for states on the state-based and federal-state partnership model.

States Shop for Ideas for Their Small Business Exchanges

According to some estimates, half of the uninsured in the United States are small business owners, employees or their dependents. The Small Business Health Options Program (SHOP) exchange is intended to provide health insurance coverage to these groups. In a new blog post, we've highlighted a few states that have been shopping for SHOP ideas and have begun to move forward with key SHOP design decisions.
