Milestone: Engage a diverse and representative set of stakeholders in the policy development and implementation process
Including a diverse range of stakeholders will allow policymakers to hear and act on important perspectives that may not otherwise be readily apparent. Engagement may lead to better policy, more prudent use of resources, and increased stakeholder buy-in.

*Relevance to the ACA:
Some ACA provisions set out explicit requirements for stakeholder involvement. Even where this engagement is not required under the ACA, it may be worthwhile and valuable for developing and implementing the many changes required by the law. Some provisions with requirements for stakeholder involvement include:
§1311 – An Exchange must consult with stakeholders, including consumers, entities with experience in enrollment, the self-employed and small businesses, the Medicaid agency, and advocates. Also navigator organizations that will help consumers and employers use the exchange must demonstrate relationships with members of the public.
§2401 – Consumer feedback for approval of a state plan option for home and community-based attendant services and supports.
§4201 – Demonstrated ability to engage stakeholders as a condition of receiving a Community Transformation Grant.
§5102 – Stakeholder involvement as a condition of awarding workforce development grants.
