Exchange Workplans/Timelines
An implementation plan and timeline are essential for meeting federal benchmarks, including the required January 2013 HHS Secretary assessment of state progress. A plan and timeline also are helpful tools for informing and engaging key state stakeholders.

*Full name: Develop an implementation plan and timeline for building an Exchange that will be operational on or before January 1, 2014.
*Relevance to the ACA:
The ACA gives the Secretary of HHS the authority to assess states progress toward establishing an Exchange and to establish and operate an Exchange in a state, if necessary. Sections relevant to developing an implementation plan and timeline include:
§1321 - Requires the Secretary of HHS to set federal standards for Exchanges. Gives the Secretary the authority to establish an Exchange in a state if by January 1, 2013 the state has not taken the actions necessary to operate an Exchange by January 1, 2014.

California
On February 22, 2012, Arkansas was one of ten states to receive an Exchange Establishment Grant in the fourth of six rounds of grant awards. The Arkansas Insurance Department will use the Level One $7,665,483 award to design and implement key components of the Federally-facilitated Exchange Partnership Model and also accomplish the following:
-Design and implement automation to connect Arkansas Medicaid and appropriate State-run Exchange functions with the Federally-facilitated Exchange Eligibility and Enrollment portal;
-Design, develop, and implement operations and information systems to support State-operated Federally-facilitated Exchange Consumer Assistance functions including outreach, education, and the Navigator Program; and
-Design, develop, and automate State-operated Plan Management functions of the Federally-facilitated Exchange including Qualified Health Plan certification, rating, monitoring, and evaluation to effect continuous quality improvement.
These activities will continue to be done in collaboration with state partners and informed by input from stakeholders. Arkansas also plans to design a temporary reinsurance program.

Arizona
Here is the State of Arizona presentation that we put together for our March 1st and 2nd Establishment Review meeting with CCIIO. Please note that we did not present these slides in order as intended and we were not able to get through no more than about a quarter of the slides.

An implementation plan and preliminary timelines was developed and released in our initial planning grant report. The timeline has been broken down into each required core function for the insurance exchange.

Nebraska shared their level one grant application submitted in September 2011. The state received over $5 million dollars and plans to use the funds to: further analysis of the effect of an Exchange on Nebraska’s insurance markets; creating a risk adjustment/reinsurance plan; further research regarding a SHOP exchange; and, writing an RFP for a comprehensive IT development plan.
