    Determining state priorities for systems performance is essential to ensuring that the right data are collected and analyzed to measure performance in reaching targeted goals. Strategic data collection can maximize resources and support quality improvement.

    *Milestone details:

    *Full name: Identify priority health status and systems performance outcomes and develop a data collection plan that allows measurement of those outcomes.

    *Relevance to the ACA:

    The ACA provides many resources to states with an interest in setting their own priorities for data collection and analysis. The ACA establishes national strategies, grants and systems capacity efforts which can support state data priorities. These include:

    §3011 - Requires the Secretary to create a national strategy to improve the delivery of healthcare services, patient outcomes, and population health through the use of HIT.

    §10333 - Establishes grants to support the development of community-based collaborative care networks, which can include provisions for telehealth services.

    §934 - Establishes grants to provide technical support to institutions that deliver healthcare.

    §5101 - Creates the “National Healthcare Workforce Committee” that will identify strategies to address the increased demand for workers in IT.

    On July 15, 2009, the Health Care Quality and Cost Council approved the creation of an Expert Panel on Performance Measurement. The goals of the Expert Panel are to identify measures that will be used to enhance the Council’s ability to post measures on the consumer website, track progress in improving health care quality across the entire system, and inform providers and policy makers. The Expert Panel will make on going consensus recommendations on health system performance measurement to the Council. The Expert Panel will consist of members who have expertise in performance measurement and who can advise on the selection of important and valid measures.

    The Massachusetts Health Care Quality and Cost Council released the final recommendations for a three-year reporting plan for its consumer friendly website –MyHealthCareOptions – prepared by Massachusetts Health Quality Partners (MHQP) in 2009. The report details a plan for quality and cost measures to be calculated and displayed on the website for calendar years 2010, 2011, 2012 and beyond. For 2010, highlights of the report include expanding into physician group ambulatory care settings in 2010 as well as including new conditions of interest to consumers such as: hip and knee replacement, lower back pain, chronic diseases, and perinatal care services.
