The ACA makes changes to public and private coverage and to public health agencies, health professional training, and other areas overseen by states. A coordinating body will help facilitate the cross-agency collaboration needed for implementation.

The ACA affects issues that are the purview of multiple state agencies. Examples of major provisions relevant to agencies that oversee Medicaid, CHIP, private insurance, and public health include:
§1001, §1201 – Add consumer protections to individual and group insurance plans.
§1311 – Requires states to establish insurance Exchanges (or defer to a federally run Exchange).
§2001 – Extends Medicaid eligibility to all persons with income below 133% FPL.
§2201 – Requires coordination between Medicaid, CHIP and Exchanges.
§4201 – Grants for community preventive health activities.
