States need to develop IT infrastructure specifications in order to build an Exchange that can perform the many functions required of it by the ACA.

The ACA requires the Exchange to carry out functions that require development of an IT infrastructure. This IT infrastructure will support interactions between the Exchange and insurers, consumers, and state agencies as well as transactions within the Exchange itself. Relevant sections include:
§1311 - Details the required functions of the Exchange, including: certifying plans; operating a telephone hotline, a website to compare plans, a navigator program, and a cost-calculator; rating plans and presenting plan options for consumers; informing applicants of eligibility for public insurance programs and informing employers of workers who cease coverage; and accounting for exceptions to the individual mandate.

Health Insurance Exchange: Seeking contractor to focus on Business Operations, related IT systems, and Consumer Assistance
The State of Connecticut, Office of Policy and Management (OPM), is seeking a qualified contractor to focus on Insurance Exchange business operations and related IT systems necessary for the development of implementation options as well as the asessment and design of consumer assistance components necessary to support Exchange enrollees.
The Connecticut Health Insurance Exchange Board of Directors will select an external technical assistance vendor (“Contractor”) to complete the activities outlined in the Scope of Work. The purpose of this RFP is to solicit a qualified Contractor that will be responsible for all tasks and deliverables. An interdisciplinary team and sub-contractors (as needed) will focus on both the business process functions and related IT systems necessary for the design and development of implementation options for the Connecticut Health Insurance Exchange (“Exchange”) functionality. Additionally, the Contractor will be responsible for the assessment and design of the consumer assistance components that are necessary in supporting Exchange enrollees.
