    While the ACA requires states to create a simple, consumer-friendly application process, it also recognizes that some individuals may need assistance with the system. The ACA includes requirements and resources for states to meet this need.

    *Full name: Establish a service, program or system for assisting individuals and families in completing the application process.

    *Relevance to the ACA:

    The ACA aims to achieve a consumer-friendly application process, but recognizes that some individuals and families, particularly vulnerable and underserved populations, will need additional assistance to complete it. Provisions relevant to consumer assistance include:

    §1002 – Grants to establish or expand offices of health insurance consumer assistance or health insurance ombudsman programs.

    §1311 – Grants to support navigators who will engage in public education, disseminate information, and assist in enrollment.

    §2201 – Requires states to establish procedures for conducting outreach to and enrolling vulnerable and underserved populations.

    The Modernization of client services delivery includes a refined business model that includes: Service Centers - the regional offices will be available for clients and our partners; Processing Centers – located in the regional offices staff will be dedicated to the case maintenance functions that are needed to maintain eligibility; Dedicated units – specialized work like that of the current Regional Processing Units, will be administered with dedicated DSS staff to account for the complexities of TFA, LTC, and the RPU; and Benefits Centers – dedicated eligibility staff delivering services over the telephone. These improvements respond to the Raymond Settlement Agreement (2007) which supports applications and assistance to all programs.
