Milestone: Update health information exchange plans developed under ARRA to reflect ACA data collection and reporting provisions
Through HIT and Health Information Exchange (HIE) efforts states are building invaluable infrastructure to support data collection. Leveraging policy, data sharing agreements, and technical network services, states can optimize efficient data collection and systems improvement.

*Full name: Update the health information exchange strategic and operational plans developed under the American Recovery and Reinvestment Act (ARRA) to reflect data collection and reporting provisions in the ACA.
*Relevance to the ACA:
States are implementing data sharing across providers and health systems to demonstrate meaningful use of HIT. States can incorporate ACA standards into plans for using HIE systems for data collection. Relevant sections of the ACA include:
§1343 – Impose risk adjustment charges and distribute corresponding credits to health plans.
§2701 – Provide information on health care quality for Medicaid eligible adults using standardized, national measures.
§4302 – Collect data for Medicaid and CHIP beneficiaries on race, ethnicity, sex, primary language, and type of disability in order to better under health disparities.
§5102 – Understand their current health care workforces and plan for future workforce needs.
