The ACA’s requirements for state eligibility and enrollment systems necessitate that they be modern and technologically advanced. Provisions relevant to reducing the paper-based process include:
§1413 – Requirements for a single application form for multiple programs, developed by the Secretary or a state; requirement that applicants do not need to submit further documentation unless an inconsistency is found between their information and the electronic data; and requirements for state use of data matching to determine eligibility.
