In November 2012, New York submitted a Level 2 exchange establishment grant. The grant narrative highlights progress made across the core functions of the exchange, and requests funding for back end eligibility enrollment processes, IT system design and a number of contracts.

Are states who apply and are granted Level 2 Establishment Grants allowed to continue to apply for Level 1 grants?

Hi Ferdinand- According to the funding announcement from June 29, 2012, a state that has received a Level Two award may subsequently request Level One funding to support an activity that was not funded in a previously awarded section 1311(a) grant or Cooperative Agreement. The announcement is attached.

Vermont was recently awarded a Level 2 exchange establishment grant. Attached are the proposal and budget narratives submitted for the June 29th deadline.

On August 23, 2012, HHS announced establishment grant awards to eight states: California, Connecticut, Hawaii, Iowa, Maryland, Nevada, New York and Vermont. Vermont, Nevada, Maryland and Connecticut all received level 2 establishment grants.

Nevada submitted a Level 2 establishment grant for the June 29, 2012 deadline. The state requests about $50 million and plans to use the funds to develop a single set of eligibility rules and to ensure interoperability between the exchange and other state programs.

New York applied for a third Level 1 establishment grant for the June 29, 2012 deadline. The grant will fund hiring of executive leadership, IT systems, call support functions and consumer assistance and outreach.

On June 27, 2012, the California Health Benefit Exchange submitted an application for a second Level 1 establishment grant. With the funds, the Exchange plans to refine and conducting a marketing/public outreach campaign, continue the development of CalHEERS, submit an Exchange Blueprint and finalize and execute a procurement and certification process for QHPs.

On May 16, 2012, Washington was awarded a Level 2 establishment grant, only the second state to receive one, after RI. With the funds, WA will continue to develop IT system components and fund business process development.
