State
Eligibility
Processes
"The proposed Medicaid/CHIP eligibility rules prescribe
a streamlined approach to verification that completely re-imagines the
relationship between applicant and state agency," writes guest blogger
Alice Weiss in the latest State of
Implementation blog entry. From her perch as program
co-director of Maximizing
Enrollment, Alice unpacks the proposed rules on
eligibility issues released by CMS, CCIIO, and the IRS. Among other
findings,
she notes that the new
rules:
- maximize state use of electronic data
and self-attestation to verifiy eligibility
- provide flexibility to determine which sources of
data to use and when
- integrate the
verification process with a proposed seamless enrollment procedure
which will allow ineligible applicants to be automatically screened and
enrolled into a program more appropriate for their qualifications.

posting this flyer on State Refor(u)m Brendan Rose, of DC's Department
of Insurance, Securities, and Banking, commented that his department
partners with city council members' offices, neighborhood commissions,
churches, and
schools to reach residents not typically involved in health care policy.
