    This Medicaid waiver proposal confuses me. Is it stating that AZ does not want t participate in the federally funded medicaid expansion because it wants to maintain authority to decide for whether or not to grant medicaid coverage to childless adults? As of right now the waiver mentioned that expands medicaid coverage to childless adults is contingent upon funding availability and because of funding issues AZ's medicaid program AHCCCS is not covering the childless adults mentioned and passed by vote in prop 204.

    This is a fascinating issue. I still think the larger question is whether HHS will allow a state that rejects the Medicaid expansion to continue a childless adult waiver. I'm waiting for a definitive answer, but my suspicion is that they will not. read more

    Governor Brewer's budget message and presentation indicate she has decided to support Medicaid expansion.

    Thanks Eileen. One of the interesting elements of Governor Brewer's decision is that she relies on the numbers when she discusses her support of the Medicaid expansion. There's a good local news article that looks at this and I am sharing the link here.

    There are three main points she uses that you hear a lot "on the street" (in health policy circles), but not often from governors:
    1. given the state's existing coverage of childless adults up to 100% FPL at regular federal match (66%), it was a better deal to go ahead with the expansion up to 138% at the enhanced match rate (100% phasing down to 90%).
    2. the costs of the uninsured are passed on and not absorbed by hospitals and the state and residents pay whether they expand or not
    3. economic multiplier effect will help the state
