    The Mississippi Insurance Department is seeking professional services for the development of a statewide community outreach strategy and campaign to inform the citizens of the State about the Mississippi Health Insurance Exchange. The comprehensive plan includes developing community education strategies and conducting local outreach activities that are consumer-friendly and engaging to reach the diverse population of Mississippi. Proposals are due June 13, 2012.

    Panelists from the recent State Refor(u)m exchange webinar agreed that branding, marketing, and outreach will play a huge role in getting people to understand and utilize the Exchange from day 1. Should it be called an Exchange, or should states adopt more consumer-centric terms? States will need to engage the public and conduct testing and focus groups to gather information about what language to use when referring to the Exchange.

    The Substance Abuse and Mental Health Services Administration in HHS has developed some research on the challenges of enrolling (and re-enrolling) individuals with mental and substance use disorders. In addition, SAMHSA has developed a series of State-by-state estimates of the prevalence of behavioral health conditions among the uninsured in each major eligibility category. These resources and more are available on the SAMHSA health reform sub-page on enrollment.

    The webinar panelists agreed on several challenges, and named some related high priorities. They emphasized the challenge with getting healthy people to enroll in insurance through the exchange and getting as many people in the door as possible in order to lower the premiums for everyone. Alabama noted the need for a top-notch consumer experience for all customers, and said that without that, hesitant purchasers may opt out. Colorado added that exchanges must also reach individuals who do not have regular access to computers, and California emphasized the importance of robust culturally relevant and linguistically diverse outreach campaigns.
