States need to develop IT infrastructure specifications in order to build an Exchange that can perform the many functions required of it by the ACA.

The ACA requires the Exchange to carry out functions that require development of an IT infrastructure. This IT infrastructure will support interactions between the Exchange and insurers, consumers, and state agencies as well as transactions within the Exchange itself. Relevant sections include:
§1311 - Details the required functions of the Exchange, including: certifying plans; operating a telephone hotline, a website to compare plans, a navigator program, and a cost-calculator; rating plans and presenting plan options for consumers; informing applicants of eligibility for public insurance programs and informing employers of workers who cease coverage; and accounting for exceptions to the individual mandate.less
