    The many tasks required for successful implementation of the ACA are interlocking and may be interdependent. States will need a single work plan and timeline to coordinate all these tasks across agencies.

    *Milestone details:

    *Full name: Develop one master, cross-agency implementation work plan and timeline.

    *Relevance to the ACA:

    The ACA sets deadlines for implementation tasks that are the purview of multiple state agencies. In addition to deadlines for grants and demonstration projects, important deadlines in the law include:

    §1004 – Adds consumer protections to individual and group insurance plans effective in 2010 and 2011.

    §1101 – Establishes high risk pools effective in 2010.

    §2703, §4108, §10202 – Medicaid options for health homes, chronic disease prevention, and long term care services available in 2011.

    §4302 – New data collection requirements in Medicaid and CHIP effective in 2012.

    §1311 – States must decide whether to establish an insurance Exchange by January 1, 2013. The Exchange must be operational on January 1, 2014.

    §1322– Loans and grants for the CO-OP program awarded no later than July 1, 2013.

    §4106, §1202 [HR4872] – FMAP changes for preventive and primary care effective 2013.

    §2001 – Extends Medicaid eligibility to all persons with income below 133% FPL on January 1, 2014. (States may elect to expand eligibility sooner.)
